Regular Meeting (01-11-2016)

Selectmen Present:                Suzan Rudnicki, Douglas Small, John Luce, Joseph Pelletier and Earlyn Bowers

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES: Earlyn Bowers made a motion to accept the minutes of January 4, 2016 as amended. John Luce seconded. Four voted in favor.  Joe Pelletier abstained as he was not present for that meeting.

NEW BUSINESS: 

Boiler Replacement: Bill Robinson of A.E. Robinson explained that with all the issues we have been having with keeping our boilers running, Tom Richmond had asked him to put together quotes with various options for replacing one or both of our boilers.

Mr. Robinson stated he had done a fuel consumption analysis and found that each boiler is using about 3.4 gal per hour and we should be using about 1.5 gal per hour. Mr. Robinson provided Selectmen with estimates for replacing one boiler with a smaller one or replacing both boilers, with options for burning propane or oil.  Mr. Robinson stated that the boilers he would be installing can be converted from gas to propane use and vice versa.

After discussion of the various options, Douglas Small made a motion to have Mr. Robinson come in to do a safety check on the boilers to see if we can wait until March to change out the boiler(s). John Luce seconded.  Five voted in favor.

Pre-1976 Mobile Homes: Code Enforcement Officer Kevin Howell told the Board he has had

questions about whether pre-1976 mobile homes are allowed to be brought into town. Kevin said he has looked into it and found that according to State law, pre-1976 mobile homes cannot be prohibited based solely on their age; they can be allowed as long as they meet safety codes.

Julia Pike’s Replacement: Tom introduced Cheryl Mitchell to the Board members, and said  she started training today so she will be ready to step in when Julia retires in April.

Sign Quitclaim Deed for Douglas Small: Suzan Rudnicki made a motion to sign a quitclaim deed for Douglas Small for property located on Fuller Road on Map 10 Lot 6. Joe Pelletier seconded.  Four voted in favor.  Doug Small abstained.

Audit: Tom let the Board know the auditor was here last Wednesday and Friday to work on the 2015 audit. Tom stated our fund balance gained approximately $100,000.00, so we had a good year.  There was discussion about amounts that we carried forward.

Car Accidents on Interstate: Tom let Selectmen know one of the insurance companies billed  for an accident on the interstate called to say they will be sending a check.

WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of January 11, 2016 in the amount of $878.49. Joe Pelletier seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of January 11, 2016        in the amount of $3,285.86. Joe Pelletier seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of  January 11, 2016 in the amount of $154,561.80. Joe Pelletier seconded.  Five voted in favor.

OTHER BUSINESS: A. E. Robinson Agreement:  Suzan Rudnicki made a motion to authorize the Town Manager to sign an agreement with A. E. Robinson to install two oil-fired boilers for a price of $16,905.00. Earlyn Bowers seconded.  Five voted in favor.

ADJOURNMENT: Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Four voted in favor. Meeting adjourned at 8:13 pm.
