Regular Meeting (09-12-2016)

Selectmen Present:                Suzan Rudnicki John Luce, Douglas Small, Earlyn Bowers and       Jared Fitts

Guests Present:                      Planning Board Chairman Herbert Dean, Glennis McSorley, Toby Pelletier and Deputy Ray Goodspeed

7:30PM:  Suzan Rudnicki called the meeting to order.

 

NEW BUSINESS:

 

Planning Board Member Recommendation:  Herb Dean said there is a member who has been unable to attend meetings for some time, and would like to recommend Donald Candage Sr. as a member.  Herb said he will contact both the current member and Mr. Candage and get back to the Board.

 

MINUTES:  John Luce made a motion to accept the minutes of August 29, 2016 as written. Douglas Small seconded.  Four voted in favor.  Earlyn Bowers abstained as he was not present for the that meeting.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:

 

            1.   The Town Manager gave the treasurer's report as of September 12, 2016.

 

            2.   Kevin let the Board know Deputy Ray Goodspeed started today, and if he gets a chance he will drop into the meeting to meet the Selectmen.

 

            3.   Kevin stated the Fuller Road work started today.  Notices went out last week to area residents and school bus drivers.  Kevin said the paving should be done within a week,.and the shoulder work done next week.

 

            4.   Sue Rudnicki thanked Kevin for coming down to the office and putting the Veterans' Memorial flag at half-staff last night. Earlyn Bowers said if an office is closed on days half-staff is required, it is not necessary to lower it.

 

NEW BUSINESS:

 

Town Manager Insurance:  Kevin said he does not need health insurance through Maine Municipal Association (MMA) as he is covered under his wife's policy, but he would like to get the life insurance and income protection through MMA.  The monthly cost is   $18.00 for life insurance and $71.40 for income protection.  Kevin told the Board he would be willing to pay it himself if the Town is not able to. 

 

John Luce made a motion to life insurance and income protection for the Town Manager. Sue Rudnicki seconded.  Five voted in favor.

 

John Luce made a motion to reimburse the Town Manager's wife for his portion of health insurance. Sue Rudnicki seconded.  Five voted in favor.

 

Municipal Parking Lot:  Kevin said the parking lot is done, and it is almost full tonight.

 

Village Market Water Drainage:  Sue stated she was called this weekend and asked what we're going to do when the water starts running from the Village Market again.  Kevin said he   had written to the owner and has spoken with him.  They have authorized T.C. Hafford to work on the drainage problem; Kevin put the owner and T.C. Hafford in contact with D.O.T., and they are working together to resolve the issue.

 

Carmel Days:  Kevin said if Selectmen have no objections, he would like to be involved with planning Carmel Days and would like to get together with Aaron Hawes about forming a committee.  Kevin also said he would like to change the date of Carmel Days to sometime in October when it is cooler, people are back home from vacations and school bands are back together.  Selectmen had no objections.

 

Code Enforcement:  Kevin told the Board that we are doing really well with plumbing and building permits.

       

There was discussion about Wendell Hayes' property on Fuller Road; there is an extra mobile home on the lot, which makes it noncompliant.  Kevin said he has spoken with Wendell and told him he can either split off two acres and put the trailer on it, or apply for an ADU permit.  Kevin said Wendell is working on getting it surveyed to cut off the two acres.

 

Fire Department Logs/Policy:  Kevin said he hand-delivered a letter to the Fire Chief requesting copies of non-confidential run logs and the Fire Department's policy after two verbal requests for the policy, but has not received them yet.

 

New Fire Hydrant:  There was discussion regarding the possible installation of a fire hydrant on Fuller Road, on property owned by Doug Small.  Doug said he would like to see a fire hydrant put there.  Sue Rudnicki said our fire hydrants are out of water.  John Luce said the one on Main Road near the Hermon town line has tape on it, and asked if that was   because it isn't working.  Kevin said Ryan Simpson hasn't said anything to him about hydrants.

 

There was also discussion regarding the possibility of putting a public landing on the same piece of property, as it would provide access to Etna Pond.

 

Subdivisions:  Kevin Howell said the Planning Board approved a subdivision on Hampden Road today, and has received applications for two more.

 

WARRANT: Jared Fitts made a motion to accept the full-time fireman’s payroll warrant of September 6, 2016 in the amount of $878.49.  Doug Small seconded.  Five voted in favor.

WARRANT: Jared Fitts made a motion to accept the payroll warrant of September 6, 2016 in the amount of $4,345.59.  Doug Small seconded.  Five voted in favor.

WARRANT: Jared Fitts made a motion to accept the payroll warrant of September 12, 2016 in the amount of $8,345.35.  Doug Small seconded.  Five voted in favor.

WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of September 12, 2016 in the amount of $174,090.56.  Doug Small seconded.  Five voted in favor.

 

OTHER BUSINESS: 

 

2017 Road Work:  There was discussion regarding next year's road projects.  Kevin said he would like to have specs written and get bids out during the winter.

 

Roadside Mowing:  Sue Rudnicki said Willie Dunton has asked if we could get the mower for a date other than July 4th next year because he has had to work July 4th for the last four years.  Kevin said while he was cleaning his office he found a proposal dated December   20, 2015 for roadside mowing, and had planned on bringing it up in the spring.  We currently pay $5,000.00 to rent a mower plus overtime for Willie and Thomas, and according to the proposal we could have it done for $2,000.00 a year for three years.This would be a huge savings with no liability for the town and would free up Willie and       Thomas for other work.  Kevin said he will call the company to get more information.

 

EXECUTIVE SESSION:  Sue Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6)(A) to discuss a personnel matter.  Jared Fitts seconded.  Five voted in favor.  Selectmen went into executive session at 8:26 pm.  Selectmen reconvened in regular session at 8:40 pm.  No action taken, informational only.

 

New Deputy:  Carmel's new deputy, Ray Goodspeed joined the meeting, introduced himself and  gave the Board some background information.

 

ADJOURNMENT:  Sue Rudnicki made a motion to adjourn.  Doug Small seconded.  Five voted in favor.  Meeting adjourned at 8:50  pm.
