7:30 PM: Joshua Devlin called the meeting to order.
MINUTES: Douglas Small made a motion to accept the minutes of February 13, 2012 as written. Earlyn Bowers seconded. Three voted in favor. Suzan Rudnicki and John Luce abstained as they were not present for that meeting.
MINUTES: Suzan Rudnicki made a motion to accept the minutes of March 5, 2012 as written. Doug Small seconded. Five voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- The Town Manager gave the Treasurer’s Report as of February 29, 2012, with the budget changes from Town Meeting.
- Tom Richmond stated we had a load of patch delivered to the salt shed last week and we are going to do some patching tomorrow.
- Tom said there is a State grant available to towns for replacing road signs, but he went around town the other day and saw that ours are in good condition.
- Tom let the Board know we will have the inmates for three weeks this year: one each in May, July and September. Maine Tree Service is scheduled to come out from April 30th through May 4th to do some brush cutting.

Annual Appointments: Josh Devlin made a motion to appoint Thomas F. Richmond as Town Clerk, Tax Collector, Treasurer, Road Commissioner and Agent to the Overseers of the Poor for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Julia Pike as Registrar of Voters, E-911 Director and Sexton for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint William Crowley as Civil Emergency Preparedness Agency Director and Forest Fire Warden for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Stewart Brooks as Code Enforcement Officer, Plumbing Inspector and Building Inspector for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Leslie Jean Taylor as Animal Control Officer for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Gladys Swett as Health Officer for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.

Josh Devlin made a motion to appoint Janice Noyes as Planning Board Member for the Town of Carmel for the ensuing five years. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Gene Clavette as Planning Board Member for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Herbert Dean as Planning Board Member for the Town of Carmel for the ensuing two years. Sue Rudnicki seconded. Five voted in favor.

Josh Devlin made a motion to appoint Mark Holmes as Alternate Planning Board Member for the Town of Carmel for the ensuing three years. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Paul Morgan as Alternate Planning Board Member for the Town of Carmel for the ensuing four years. Sue Rudnicki seconded. Five voted in favor.
Josh Devlin made a motion to appoint Tim Schoppe ad Alternate Plumbing Inspector for the Town of Carmel for the ensuing year. Sue Rudnicki seconded. Five voted in favor.
Possible Fire Department Planning Committee/Task Force: There was discussion with Joe, Eion and Eric Pelletier regarding the possibility of putting together a committee or task force to plan what the fire department should do regarding daytime coverage in the future. Selectmen felt the townspeople had made their wishes known at Town Meeting when the 40-hour position was voted down. No action taken.
Foreclosure Sale: Tom asked Selectmen if they were ready to put the Parker property on Haskell Road out to bid, as the time to allow the family to re-claim it has passed. After discussion, it was decided to look into what other properties the Board might be interested in putting out to bid before advertising it.
Kimberly Mahon/Charles Miller (abatement): Tom stated this 2008 tax bill was on a mobile home that was moved out of town some time ago and there is no hope of collecting the taxes on it. Earlyn Bowers made a motion to abate the 2008 taxes on account 1919 in the names of Kimberly Mahon and Charles Miller. John Luce seconded. Five voted in favor.
Fire Chief Appointment: John Luce made a motion to appoint Michael Azevedo Jr. as Fire & Rescue Chief for the ensuing year. Sue Rudnicki seconded. Three voted in favor. Josh Devlin and Doug Small abstained.
Assessing Contract (authorization to sign): Tom Richmond stated RJD Appraisal had reduced the price of the contract by the amount for the quarterly review. Josh Devlin made a motion to authorize the Town Manager to sign the assessing contract for one year and to put it out to bid next year. Earlyn Bowers seconded. Five voted in favor.
Excise Tax (Military Exemption Ordinance): Tom explained the State gives excise tax exemptions to nonresident active duty service members stationed in Maine, and to resident active duty service members stationed in Maine. There is a new local option excise tax exemption for active duty military personnel Maine residents stationed outside of Maine, and towns would have to adopt an ordinance if they choose to exercise this local option. Selectmen decided not to exercise this option, as most other states will give excise tax exemptions to nonresident military service members.
EXECUTIVE SESSION: Josh Devlin made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance. Doug Small seconded. Four voted in favor. Selectmen went into executive session at 8:43 pm. Selectmen reconvened in regular session at 8:50 pm. No action taken, informational only.
WARRANT: John Luce made a motion to accept the payroll warrant of March 12, 2012 in the amount of $3,038.98. Sue Rudnicki seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of March 12, 2012 in the amount of $130,460.87. Sue Rudnicki seconded. Five voted in favor.
OTHER BUSINESS:
Junkyard Reimbursement: John Luce asked if there is any way to recoup legal fees incurred on junkyards, and Tom said not without incurring more legal fees.
Snowmobile Refund: Tom Richmond asked Selectmen if it is alright to give the snowmobile refund from the State, since it was approved at Town Meeting. Selectmen decided to hold it until they ask for it.
ADJOURNMENT: Josh Devlin made a motion to adjourn. Earlyn Bowers seconded. Five voted in favor. Meeting adjourned at 8:58 pm.
