Regular Meeting (06-04-2012)

Selectmen Present:                Joshua Devlin, Suzan Rudnicki, Douglas Small, John Luce and Earlyn Bowers

7:30 PM:  Joshua Devlin called the meeting to order. 

MINUTES:  Sue Rudnicki made a motion to accept the minutes of May 21, 2012 as written.  Earlyn Bowers seconded.  Four voted in favor.  Josh Devlin abstained as he was not present for that meeting.  Sue Rudnicki made a motion to accept the minutes of May 14, 2012 as written.  John Luce seconded.  Three voted in favor.  Earlyn Bowers and Douglas Small abstained as they were not present for that meeting.  Sue Rudnicki made a motion to accept the minutes of April 23, 2012 as written.  Doug Small seconded.  Three voted in favor.  John Luce and Earlyn Bowers abstained as they were not present for that meeting.

 ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

  1. Town Manager Tom Richmond said last week Ash Hill Road was ground and Old State Road was shaped up in preparation for paving, and paving is well on its way.  B&B Paving started paving Ash Hill Road today, and Tom explained that he stopped paving 100 feet short due to the soft condition of the road base.  Tom said they called him to see if they could start Murray Road today, and on Saturday they will start the Town Office parking lot.  Tom told them we will not have enough funds to pay them until tax bills go out, and they said it is okay because they want to get it done.  Doug Small asked if there is anything in the contract regarding paving in the rain.  Tom said the bases of the roads they are doing are firm enough that the rain won’t bother them.  However, he did not recommend placement of surface paving in any kind of rain. 
  2. Tom stated tomorrow is our last day with the roller, which we rented for a week since the cost would have been $240 per day or $700 for a week and we needed it for at least three days.  Tom said we have gotten quite a few culverts (speed bumps) done.
  3. John Luce asked why part of Hampden Road was closed today.  Tom explained the State has implemented a new plan for all bridges.  There is a red plate under the bridges and if water comes up to the plate, they will close the bridge due to erosion, and that is what happened with the bridge on Hampden Road near Ash Hill Road. 
  4. Tom and the Selectmen discussed a financial projection Tom had done for the rest of the year.  There was discussion as to whether or not to use any more revenue sharing to help reduce the commitment.  Tom said he estimates the mil rate will increase a little less than a mil depending on the new tax base, but will have a better idea after Rob Duplisea comes in on Friday to put in the new real estate values.  Tom said he would like to maintain the overlay at $35,000.00 and Selectmen had no objections. 
  5. Tom reported that he had received and processed only three General Assistance applications for rent payments in the last three months.

NEW BUSINESS:

Lease Agreement H P Fairfield (roadside mower):  Tom explained H P Fairfield wants us to put a short-term rider on our insurance, and sign a lease agreement.  Tom said our insurance company said it will not increase our rates, and would cover liability if there was an accident, but will not cover any repairs or damage we do.  Suzan Rudnicki made a motion to authorize the Town Manager to sign a lease agreement with H P Fairfield for ten days while we are renting the roadside mower.  John Luce seconded.  Five voted in favor. 

Sheriff’s Contract:  The Town Manager stated the new law enforcement contract increased by $2,000.00 (from $75,000.00 to $77,000.00).  Josh Devlin made a motion to authorize the Town Manager to sign the new law enforcement contract for the period of July 1, 2012 through June 30, 2013.  Sue Rudnicki seconded.  Five voted in favor.

Gazebo Repairs:  Sue Rudnicki asked if the gazebo at the Rec Field has been repaired.  Doug Small said he had done the repairs for around $17.00 in materials.

WARRANT:  John Luce made a motion to accept the payroll warrant of May 29, 2012 in the amount of $18,093.28.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of June 4, 2012 in the amount of $4,085.98.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of June 4, 2012 in the amount of $58,671.30.  Earlyn Bowers seconded.  Five voted in favor.                

ADJOURNMENT:   Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded.   Five voted in favor.  Meeting adjourned at 8:09 pm.
