Regular Meeting (11-19-2012)

7:30 PM: Josh Devlin called the meeting to order.
MINUTES: Voting on the minutes of November 5, 2012 was tabled as there were not enough Board members present who attended that meeting.
NEW BUSINESS:
Assessing Agents (interviews): As Garnett Robinson of Maine Assessment & Appraisal was unable to attend the meeting, Selectmen and the Town Manager conducted a telephone interview with him.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Town Manager Tom Richmond gave the Treasurer’s Report as of October 31, 2012.
- Tom stated he has had two meetings with the Budget Committee, and expects to be done in one more meeting.
- Tom let the Board know the Fire Chief has offered the full-time fire fighter position to the gentleman from Albuquerque, New Mexico, and expects him to let us know by next week whether he will accept the position.
NEW BUSINESS:
MRC Ballot: Selectmen decided to vote for Bangor, Brewer, Brownville for the Municipal Review Committee.
Assessing Agents (interviews): The Selectmen and Town Manager met with the representatives of Hamlin Associates, Inc. Elizabeth Morin gave some background on their company and assessing experience, and stated all their assessors are Maine certified.
The Selectmen and Town Manager met with the representatives of RJD Appraisal, Inc. There was discussion regarding the benefits of his staff already being familiar with the Town of Carmel, as well as mistakes made by employees who are no longer with their company.
After discussion, Josh Devlin made a motion to go with RJD Appraisal Inc. for one more year at the bid price of $13,500.00, with the option of adding two additional years at their current bid price of $14,000.00 per year. (see minutes of November 5, 2012.)
EXECUTIVE SESSION: Josh Devlin made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance. Earlyn Bowers seconded. Three voted in favor. Selectmen went into executive session at 8:36 pm. Selectmen reconvened in regular session at 8:51 pm. No action taken, informational only.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of November 13, 2012 in the amount of $4,366.04. Doug Small seconded. Three voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of November 19, 2012 in the amount of $3,901.01. Doug Small seconded. Three voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of November 19, 2012 in the amount of $26,713.05. Doug Small seconded. Three voted in favor.
