7:30 PM: Josh Devlin called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of June 18, 2012 as written. John Luce seconded. Three voted in favor. Josh Devlin abstained as he was not present for that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
Town Manager Tom Richmond stated the tax bills will be in the mail tomorrow.
- Tom said Cook Road construction will start next Monday with a seven-day turnaround for paving, and he will put a letter in the mail letting residents on Cook Road know in case they want to take alternative routes.
- Tom let Selectmen know we are finishing up patching on Damascus Road and there are a few driveways on Hayward Road we need to add material to, and the skid steer is going back on Friday.
- Tom stated the roadside mower will be here Monday.
- John Luce asked if Old State Road is done. Tom said it is, and we have only had one complaint on it.
NEW BUSINESS:
Town Manager Vacation Request: Tom Richmond requested August 2nd, 3rd, 6th and the
following four Fridays off to use up his remaining vacation time. John Luce made a motion to allow the Town Manager to take the requested days as vacation time. Earlyn Bowers seconded. Four voted in favor.
Yearly Approval of URIP Grant: Josh Devlin made a motion to sign the Urban Rural
Initiative Program Certification for 2012. Earlyn Bowers seconded. Four voted in favor.
Application for Bingo and Game of Chance: John Luce made a motion to sign the application
for Bingo and Game of Chance for Carmel Square and Compass Club. Earlyn Bowers seconded. Four voted in favor.
Noise Ordinance: The Town Manager explained there have been complaints about noise from
fireworks, and stated our noise ordinance prohibits loud noise between the hours of 10:00 pm and 6:00 am, but the Town would have to prosecute. Doug Small said he read in the Maine Townsman the State says that around the 4th of July and New Year’s Day fireworks can go later.
EXECUTIVE SESSION: Josh Devlin made a motion to go into executive session pursuant
to 22MRSA §4305(3B) to discuss general assistance. Earlyn Bowers seconded. Four voted in favor. Selectmen went into executive session at 7:49 pm. Selectmen reconvened in regular session at 7:54 pm. No action taken, informational only.
WARRANT: John Luce made a motion to accept the payroll warrant of June 25, 2012 in the amount of $4,229.81. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of July 2, 2012 in the amount of $4,109.35. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of June 25, 2012 in the amount of $12,251.01. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of July 2, 2012 in the amount of $23,304.79. Earlyn Bowers seconded. Four voted in favor.
