Regular Meeting (07-16-2012)

7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of July 2, 2012 as written. John Luce seconded. Three voted in favor. Sue Rudnicki abstained as she was not present for that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Town Manager Tom Richmond said the roadwork on Cook Road started last Monday, and they will be paving it on Wednesday. Tom stated he had made a change in the specs for Cook Road because what he had proposed for gravel was not enough to level out some of the hummocks. The additional cost for gravel was $11,750.00.
- Tom informed the Board we have already started next year’s construction on Cook Road and have replaced cross culverts. There are still some driveway culverts and ditching that need to be done.
- Tom said tax payments are coming in, so we will have funds to pay for roadwork.
NEW BUSINESS:
Maine Municipal Election (voting): Douglas Small made a motion to have Tom fill out and sign the ballot for the MMA election. John Luce seconded. Four voted in favor.
Fire Dept Grant (discussion): The Town Manager explained that Fire Chief Mike Azevedo called him last week to say he had applied for and received a grant in the amount of $87,325.00 for a full-time EMT for two years. Mike was unable to attend the meeting, but said he would be available for next week’s meeting if the Board would like to meet with him. After discussion, Selectmen decided they would like to look at the award paperwork to make sure there are no guidelines the Town would not be willing to accept, and asked that the Fire Chief come to next week’s meeting to discuss it further before they decide whether or not to accept it. No action taken.
Winter Sand Stockpile: Tom Richmond stated Bobby Noyes had asked if we are going to have him stockpile our winter sand again this year. Selectmen decided to have Bobby come in and give them a price. If it has gone up too much, it will have to go out to bid.
Tom said he would like to do salt priority for the Town Office Parking lot, from the elementary school down to the village on Plymouth Road and on Hampden Road from the village towards Ash Hill Road to cut down on dust from sanding. After discussion, Selectmen decided not to go with salt priority.
EXECUTIVE SESSION: Sue Rudnicki made a motion to go into executive session pursuant to 1 MRSA §405(6)(A) to discuss a personnel matter. Earlyn Bowers seconded. Four voted in favor. Selectmen went into executive session at 8:10 pm. Selectmen reconvened in regular session at 8:16 pm. No action taken, informational only.
OTHER BUSINESS: Superintendent Minutes on Town Website: Robbin Lanpher said he was on the Town’s web page and was impressed it had gone mobile, but noticed the superintendent’s meeting minutes have not been posted for over a year. Tom said he would check into it.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of July 9, 2012 in the amount of $3,746.44. John Luce seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of July 16, 2012 in the amount of $4,083.21. John Luce seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of July 16, 2012 in the amount of $168,637.08. John Luce seconded. Four voted in favor.
OTHER BUSINESS: Ruggles Cemetery: Tom asked Selectmen to stop and look at Ruggles Cemetery if they get a chance to see if they think we should upgrade it like we have in Highland Cemetery, or if we should leave it alone so as not to change the character of the old cemetery.
Grant Paperwork: Selectmen asked Tom to have Mike bring in the paperwork the Selectment would have to sign if they accept the grant for the EMT position.
Website for Cemeteries: Toby Pelletier said she had found information online about cemeteries from other towns, and asked if we have a website for our cemeteries. Tom we do not have one at this time.
ADJOURNMENT: Earlyn Bowers made a motion to adjourn. Sue Rudnicki seconded. Four voted in favor. Meeting adjourned at 8:31 pm.
