7:30 PM: John Luce called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of October 15, 2012 as written. Douglas Small seconded. Three voted in favor.
NEW BUSINESS:
Assessing Bids: Selectmen opened the following bids for assessing services:

+ $15.00 per parcel for quarterly reviews if we do them
Hamlin Associates $20,008.00 + $40.00/hr for additional work
necessary to complete the commitment + $6,000.00/yr for quarterly reviews if we do them
RJD Appraisal Inc $13,500.00 $14,000.00 $14,000.00 +
Quarterly reviews if necessary 4,800.00 5,000.00 5,000.00
After discussion, Earlyn Bowers made a motion to table voting on the assessing firm until the Town Manager can check references. John Luce seconded. Three voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Tom Richmond said he is working on the budget for the new EMT/Firefighter. There were ten interviews for the position and it has been cut down to four, one of whom is a retired military person. Fire Department officers were present for the second round of interviews to get their input even though they will not have a say in the decision. Tom said they are offering the position to a retired fireman from Albuquerque, New Mexico, and will make it a January appointment so it will be on a calendar year and easier for bookkeeping purposes.
- Tom told the Board the State gave us a new voting machine, which will count the ballots when they are fed into the machine.
- Tom stated the public works crew will work on patching roads and cutting brush until snow is here.
- The Town Manager said he had spoken with someone from B&B Paving, and they are going to come back and taper the lip in front of the fire station.
- There was discussion about labor department issued citations, in which the Fire Department and Town Office were fined approximately $7,000.00. Tom said we have fifteen days to make corrections, and several of the violations have already been corrected.
NEW BUSINESS:
2013 Budget (update): The Town Manager and Selectmen went over the draft of the proposed budget for 2013.
Trees on Town Office Lawn: Tom stated he had the two big trees on the Town Office lawn taken down because they were dead, and if there is money left in the Administration account at the end of the year he would like to set aside enough money to plant another tree.
WARRANT: John Luce made a motion to accept the payroll warrant of October 22, 2012 in the amount of $3,724.32. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of October 29, 2012 in the amount of $4,373.35. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of November 5, 2012 in the amount of $3,927.46. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of October 22, 2012 in the amount of $26,783.55. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of October 29, 2012 in the amount of $12,921.37. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of November 5, 2012 in the amount of $136,037.65. Earlyn Bowers seconded. Three voted in favor.
