Regular Meeting (05-07-2012)

Selectmen Present:                Joshua Devlin, Suzan Rudnicki, John Luce and Earlyn Bowers

7:30 PM:  Josh Devlin called the meeting to order. 

MINUTES:  Voting on the minutes of April 9, April 23, and April 30, 2012 was tabled until next meeting because there were not enough members present who attended those meetings. 

Paving and Construction Bids:  Selectmen received the following bids for the 2012 paving program:

The Town Manager recommended taking a week to go over the bids.  Josh Devlin made a motion to table the matter and award the bids next week.  Suzan Rudnicki seconded.  Four voted in favor.                       

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

  1. Tom Richmond told the Board they milled the pavement on the Route 2 bridge today. 
  2. The Town Manager said the ground pavement has been applied to Old State Road, and some of the driveways need to be filled in.
  3. Tom stated we had the inmates this week and worked four days on Cook Road cutting brush. 
  4. There was discussion regarding shoulder work on Fuller Road next week with a skid-steer, and Tom said he will need to call Dig Safe before doing the work. 

NEW BUSINESS: 

Dolly’s Vacation Request (July 2012):  Josh Devlin made a motion to allow the Town Manager to take July 5th and 6th, 2012 as vacation days.  John Luce seconded.  Four voted in favor. 

Schedule Christmas & New Years Eves:  John Luce made a motion for the Town Office to be closed December 24, 2012 for Christmas Eve, and to close the doors at 5:00 pm on December 31, 2012 to close the books for the year.  Sue Rudnicki seconded.  Four voted in favor.

Sign Quitclaim Deeds (tax-acquired properties sold on April 30, 2012): 

Earlyn Bowers made a motion to sign a quitclaim deed for Roland J. Clark Jr. for property located at Map 5 Lot 31-6.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Coty John Mayhew for property located at Map 12 Lot 32.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Carmel Bible Conference for property located at Map 7 ON Lot 35-12.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Edward Jaworski for property located at Map 7 ON Lot 35-23.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Michael Mellott for property located at Map 5 Lot 22D.  John Luce seconded.  Four voted in favor. 

Earlyn Bowers made a motion to sign a quitclaim deed for David Blackwell Jr. for property located at Map 5 Lot 27B.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Gregory Dubrowski for property located at Map 5 Lot 31C.  John Luce seconded.  Four voted in favor.

Earlyn Bowers made a motion to sign a quitclaim deed for Gregory Dubrowski for  property located at Map 5 Lot 31I.  John Luce seconded.  Four voted in favor. 

Bangor Humane Society Contract:  Tom said the Bangor Humane Society contract increased from $1.34 to $1.42 per capita, for a total contract price of $3,768.68.  John Luce made a motion to sign the contract with Bangor Humane Society for another year.  Suzan Rudnicki seconded.  Four voted in favor.

Abatement:  Josh Devlin made a motion to abate taxes for Marina Miranda Map 7 Lot 35-23ON for the years 2007, 2008, 2009, 2010 and 2011, for a total of $294.41.  Earlyn Bowers seconded.  Four voted in favor. 

EXECUTIVE SESSION:  Josh Devlin made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance.  Earlyn Bowers seconded.  Four voted in favor.  Selectmen went into executive session at 7:55 pm.  Selectmen reconvened in regular session at 8:04 pm.  No action taken, informational only. 

WARRANT:  John Luce made a motion to accept the payroll warrant of May 7, 2012 in the amount of $3,797.58.  Sue Rudnicki seconded.  Four voted in favor. 

WARRANT:  John Luce made a motion to accept the accounts payable warrant of May 7, 2012 in the amount of $141,353.06.  Earlyn Bowers seconded.  Four voted in favor. 

OTHER BUSINESS:  Glennis McSorley said there is still an apple tree blocking the road to the  left just as you go into Highland Cemetery.  Tom said he will check it out.              

ADJOURNMENT:   Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded.  Four voted in favor.  Meeting adjourned at 8:07 pm.
