Regular Meeting (07-23-2012)

Selectmen Present:                Joshua Devlin, Douglas Small, John Luce and Earlyn Bowers

Absent:                                   Suzan Rudnicki

Town Manager:                    Tom Richmond

Guests Present:                      Deputy Garrit McKee, Glennis McSorley, Bill Crowley, Fire Chief Mike Azevedo and Toby Pelletier

7:30 PM:   Josh Devlin called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of July 16, 2012 as written.  Earlyn Bowers seconded.  Three voted in favor.  Josh Devlin abstained as he was not present for that meeting.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Town Manager Tom Richmond said the roadwork on Cook Road was finished up last week.

 

  1. Tom stated the roadside mowing is done.

 

NEW BUSINESS:

 

Ruggles Cemetery:  John Luce suggested filling in a few holes and cleaning out some stumps in Ruggles Cemetery, which would make it nicer without changing the character.  The rest of the Board had no objections.

 

Fire Dept Grant (discussion):  Fire Chief Mike Azevedo gave Selectmen a copy of an email he received from a FEMA contact stating that we would be committed to maintaining personnel under the grant for two years.  If we spend less than the grant amount, we have to refund the balance to FEMA.  If we spend more than the grant amount, we pay it.  If we keep the position for a third year, we might be able to fund it from ambulance income.  If we kept the position for a fourth year, the Town would have to fund it.  Doug Small asked if once the two years is up, will we have any obligations to keep the position, and Mike said we will not.  Doug asked if it will invalidate the grant if the person we hire quits after a short time.  Mike said we would just have to hire someone else.

After discussion, John Luce made a motion to go forward with the grant and fill the position.  Earlyn Bowers seconded.  Three voted in favor.  Josh Devlin abstained.

 

Fire Truck Damage:  Mike said truck #421 received some damage at one of the fires they responded to this weekend.

 

EXECUTIVE SESSION:  Josh Devlin made a motion to go into executive session pursuant to 1 MRSA §405(6)(A) to discuss a personnel matter.  Earlyn Bowers seconded.  Four voted in favor.  Selectmen went into executive session at 7:54 pm.  Selectmen reconvened in regular session at 7:56 pm.  No action taken, informational only.

The Town Manager stated Patricia Overlock has resigned.  Josh Devlin made a motion to authorize the Town Manager to advertize a three-day position to replace Patti.  Earlyn Bowers seconded.  Four voted in favor.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of July 23, 2012 in the amount of $4,076.68.  Earlyn Bowers seconded.  Four voted in favor.                  

WARRANT:  John Luce made a motion to accept the accounts payable warrant of July 23, 2012 in the amount of $159,402.40.  Earlyn Bowers seconded.  Four voted in favor.

 

OTHER BUSINESS: 

 

Roadwork:  Tom said he had spoken to Bruce Paradis while they were paving on the Cook

Road and asked if they could do anything with the curve, so they put a whole truck load of pavement on the curve at no additional cost.  Tom said they also put some reclaimed pavement at the end and the entrance of Mahon Road.

 

Bridge Abutments on Fuller Road:  Earlyn Bowers said it is eroding behind the abutments of the bridge over the Souadabscook Stream on Fuller Road, and asked Tom whether it is a Town bridge or a State bridge.  Tom said if it is 20 feet wide it is a State bridge, and he will go check it.

 

Haskell Road Bridge:  Tom said eventually something will have to be done with Haskell Road Bridge, and asked Selectmen to be thinking over the next few years about whether we should make this a project before he retires.

 

ADJOURNMENT:   Josh Devlin made a motion to adjourn.  Earlyn Bowers seconded. Four voted in favor.  Meeting adjourned at 8:07 pm.
