7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of January 13, 2014 as written. John Luce seconded. Three voted in favor. Douglas Small and Joseph Pelletier abstained as they were not present for that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Town Manager Tom Richmond said R&R Lumber has put up another 513 yards of winter sand, and we have gotten two more loads of salt.
NEW BUSINESS:
Special Audit (Ambulance Receivables): Tom Richmond let the Board know we have a problem with reconciling the ambulance receivables, and the auditor is going to be here tonight to go over the accounts with the Fire Chief and determine whether we need to have a special audit. Bangor Fire handles the billing for us, and their ending receivable balance differs from ours. Tom stated it is not a matter of money missing, because the money is receipted at the Town Office and then the Fire Chief takes copies of all the checks into Bangor Fire. There is just a difference/error in bookkeeping.
Fire Truck #421: Mike Azevedo said he has taken the fire truck that was in the accident out and driven it, and it is working fine. The pump does need work, but he believes the drivers are not familiar with the way the governor on it works. There is a plan to get our drivers qualified as they have time to do the testing. Mike also stated we are having electrical issues with four valves on the truck (not due to the accident). They are not under warrantee, and it would cost approximately $2,000.00 each to have them fixed. There was discussion on whether or not to have the valve work done before we have qualified drivers, since they can be manually operated as they are. No action taken.
School Generator: Tom informed the Board that the generator at the elementary school isn’t running. This is the generator that the school and the Town jointly installed in order to use the school for a shelter in case of an emergency. Electrician Brent Johnson came and got the generator going temporarily, and said the rain had come in through a leak in the roof and shorted out the governor, and the batteries are dead. There was discussion regarding having someone test the generator once a month.
Town Office Boilers: Sue Rudnicki asked how the boilers have been running. Tom said they ran fine during the warm weather, but since it has gotten cold again he has had to reset one of them twice today. The other one has had no problems.
Fire Station Roof: Sue asked if Tom has had a chance to talk to anyone about estimates for the fire station roof. Tom stated he has scheduled someone from HBC Hannel Bros twice to come in and meet with the Board about steel roofing, but they didn’t make it to either meeting. Doug Small suggested contacting Straight Up Roofing.
Haskell Road Bridge Bids: Tom said the bids for Haskell Road Bridge will be opened at next Monday’s meeting, and asked if Selectmen want to have an article written for the Town Meeting warrant once the bids are opened. Selectmen had no objections.
WARRANT: John Luce made a motion to accept the payroll warrant of January 21, 2014 in the amount of $3,282.39. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of January 21, 2014 in the amount of $355.25. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of January 21, 2014 in the amount of $22,791.05. Doug Small seconded. Five voted in favor.
Special Audit (Ambulance Receivables): Tom asked the Board to authorize a special audit of Bangor Fire’s books for Carmel’s ambulance billing, to be paid for out of Fire Department Funds. Suzan Rudnicki made a motion to authorize the Town Manager, if necessary, to hire the auditor to come in and straighten out the ambulance receivables, with the money to come out of Fire Department funds. Doug Small seconded. Five voted in favor.
ADJOURNMENT: Sue Rudnicki made a motion to adjourn. Joe Pelletier seconded. Five voted in favor. Meeting adjourned at 8:55 pm.
