Regular Meeting (12-29-2014)

Selectmen Present:                Douglas Small, Earlyn Bowers and John Luce

7:30 PM: John Luce called the meeting to order.

MINUTES: Earlyn Bowers made a motion to accept the minutes of December 15, 2014 as written. Douglas Small seconded. Three voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Tom Richmond let the Board know he met with the Budget Committee last week, and they finished up in that one meeting.

 

  1. Tom introduced John Ellis, Code Enforcement Officer for Levant, to the Board and said he is interested in being the C.E.O. for Carmel for about 15 hours per week. After discussion with Mr. Ellis, Selectmen decided to wait before making a decision and put the matter on hold.

 

  3.   Herbert Dean said our Land Use Zoning Ordinance is not enforceable because it is so ambiguous, and needs to be re-written and said he doesn't have the expertise to do it. Tom said there is not time between now and Town Meeting to re-write it and have the necessary hearings, and suggested taking it one piece at a time.

 

NEW BUSINESS:

 

Tom's Vacation Request: The Town Manager submitted a request to take vacations from February 2 through February 6, 2015 and from March 9 through March 30, 2015. Earlyn Bowers made a motion to approve the Town Manager's vacation requests. Doug Small seconded. Three voted in favor.

 

Final 2015 Budget: Tom gave the Board the completed 2015, and he and the Board went over the changes.

 

Overhead Door Maintenance Contract: Earlyn Bowers made a motion to authorize the Town Manager to sign the maintenance agreement with Overhead Door for maintenance on the fire station garage doors for 2015.

 

Masonic Lodge Trees: Earlyn Bowers stated Pat Webber had approached him about permission to cut trees that are near the Lodge. After discussion, Selectmen concluded that any trees that remain in that area are on the Lodge's lot.

 

New Well at Town Office: Tom Richmond explained that with all the rain we had last week, the water was very dirty. Karl Rudnicki of Carmel Well Drilling offered to drill a new     well for free, and drilled it today. However, Karl said we should have a new pump at a cost of approximately $2,500 for a constant pressure pump, or less for a standard pump. Selectmen decided that we should have the water tested before piping it in.

 

WARRANT: Earlyn Bowers made a motion to accept the Volunteer Fire Retention Coordinator’s payroll warrant of December 22, 2014 in the amount of $1,614.75. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of December 22, 2014 in the amount of $826.97. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of December 22, 2014 in the amount of $2,835.12. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of December 22, 2014 in the amount of $32,105.44. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of December 29, 2014 in the amount of $826.97. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of December 29, 2014 in the amount of $3,405.27. Douglas Small seconded. Three voted in favor.

WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of December 29, 2014 in the amount of $28,203.24. Douglas Small seconded. Three voted in favor.
