Regular Meeting (09-22-2014)

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES: Earlyn Bowers made a motion to accept the minutes of September 8, 2014 as written. John Luce seconded. Four voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Town Manager Tom Richmond stated the paving on Haskell Road is finished. C.A. Newcomb Fence & Guardrail Company will be putting up guardrails this week, and Gardner Construction will be seeding the area.

 

NEW BUSINESS:

 

AAA Energy Service Company (boiler contract): Tom Richmond stated AAA Energy Service Company has given us a boiler maintenance quote of $2,028.00, which includes the yearly maintenance and one service call. The controls on the boilers can be bypassed so that any company can work on them, and AAA can set it up for $3,382.00. After discussion, John Luce made a motion to go with AAA Energy Service Company for our boiler maintenance this year and convert to generic controls on the boilers. Joe Pelletier seconded. Four voted in favor.

 

Town Manager Contract (sign): Selectmen signed the Town Manager’s contract.

 

Linda Ricker (question on EMT position): Linda Ricker asked if the Board has decided whether or not to put an article on the Town Meeting warrant to fund a full-time EMT/Fireman. John Luce said there has been no discussion on the matter since they voted at the joint Fire Department/Selectmen’s meeting on August 5, 2014 to fund the position until March. Linda asked if she could be informed of the Board’s decision so that she would have time to put a petition together and submit it in time for the Town Meeting. Julia Pike a petition would have to be turned in at least sixty days before Town Meeting.

 

Cemetery Bids (new three year contract): Tom Richmond explained that Justin Thibodeau of Thibodeau’s Lawn Care recommends we put the cemetery mowing out to bid, as he would probably double his price after this year. Joe Pelletier made a motion to put the cemetery mowing contract out to bid. Earlyn Bowers seconded. Four voted in favor. Tom said he would advertize and have the bids due on October 22nd.

 

Application for Bingo/Game of Chance: John Luce made a motion to sign an application for Bingo/Game of Chance for the Carmel Square and Compass Club. Earlyn Bowers seconded. Four voted in favor.

 

Municipal Review Committee Nominations: Tom asked if any of the Selectmen wanted to nominate anyone to be on the Municipal Review Committee. No nominations were made.

 

Selectmen’s Packet: The Selectmen and Town Manager went over the items in this week’s packet, including the status of payment arrangements on tax-acquired properties. Tom is to include more information on the spreadsheet and bring it back for more discussion later.

 

Fireman Funding: Joe Pelletier stated he has asked around and many towns have gone to paying firemen on a per diem basis. Suzan Rudnicki stated she would like to keep a full-time EMT/Fireman. Tom Richmond said he believes hiring a fire chief from outside the department would get rid of any internal politics. Joe suggested we check with other Ambulance Services to see if there would be any outside interest in housing a 24-hour ambulance and crew in Carmel. After discussion, Joe said he would check on that and also find out per diem rates that other towns pay.

 

WARRANT: John Luce made a motion to accept the payroll warrant of September 15, 2014 in the amount of $3,770.64. Joe Pelletier seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of September 15, 2014 in the amount of $826.97. Joe Pelletier seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of September 15, 2014 in the amount of $29,684.85. Joe Pelletier seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of September 22, 2014 in the amount of $3,948.38. Joe Pelletier seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of September 22, 2014 in the amount of $826.97. Joe Pelletier seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of September 22, 2014 in the amount of $24,158.74. Joe Pelletier seconded. Four voted in favor.
