Regular Meeting (05-19-2014)

7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Douglas Small made a motion to accept the minutes of May 12, 2014 as written. John Luce seconded. Four voted in favor. Earlyn Bowers abstained as he was not present for that meeting.
NEW BUSINESS:
William Palmer (ditching Five Road): William Palmer stated he owns land that borders Five Road and at the time he bought it there was a ditch that carried the water downhill off his land. Mr. Palmer said that three years ago he hired a woodcutter who said he cannot go across the wet space to access the wood. They found that a culvert had been put in on the neighbor Daniel Wilson’s land which makes the water run onto Mr. Palmer’s land. Town Manager Tom Richmond stated he doesn’t think the culvert is causing the problem. After discussion, Selectmen decided to meet at the property in question at 7:00 pm on June 2nd to take measurements and run grades to determine whether it is a Town issue.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- The Town Manager stated he has a pre-bid meeting here at 9:00 tomorrow morning with the companies who will be bidding on road construction and paving.
- Tom let the Board know he has R&R Lumber doing some work at the salt shed because when the State was working on the bridge project they covered up our culvert, and we had three inches of water in the salt shed.
- The Town Manager told the Board he had met with Rec Director Aaron Hawes to look over road work that needs to be done at the Rec Field.
- There was discussion of the upcoming Fuller Road Construction, Tom stated he plans to notify residents of Fuller Road about the dates it will be closed.
- Earlyn Bowers asked why the Department of Transportation had counters out all over town. Tom said they were doing a traffic feasibility study.
NEW BUSINESS:
Letter of Understanding (Atlantic Salmon Fisheries): The Board looked over the Letter of Understanding, which states the Town of Carmel has no responsibility for the fishway on Grist Mill Road. After discussion, Joe Pelletier made a motion to authorize the Town Manager to sign the Letter of Understanding. John Luce seconded. Five voted in favor.
Recycling (Straight Stream): Suzan Rudnicki made a motion to authorize the Town Manager to sign the agreement for three years with Eco Maine. Joe Pelletier seconded. Four voted in favor. Earlyn Bowers abstained.
Sign Warrant for School District Referendum: Joe Pelletier made a motion to sign and authorize the Town Manager to post the warrant for the School District Referendum. John Luce seconded. Five voted in favor.
Tom told the Board the school budget meeting is coming up, and pointed out that over the last two years they have used $750,000.00 from fund balance for operations and if this continues, we will see a dramatic increase in the mil rate in future years.
WARRANT: John Luce made a motion to accept the payroll warrant of May 19, 2014 in the amount of $4,502.12. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of May 19, 2014 in the amount of $826.97. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of May 19, 2014 in the amount of $20,468.87. Doug Small seconded. Five voted in favor.
OTHER BUSINESS:
Purchase 400-gal Water Tank: Tom stated there is a 400 gallon water tank for sale for $300.00 at the State Surplus auction, and he would like to purchase it for wetting the roads when they’re dusty. Selectmen had no objections.
