Regular Meeting (04-14-2014)

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES: Douglas Small made a motion to accept the minutes of April 7, 2014 as written. Joseph Pelletier seconded. Three voted in favor. Earlyn Bowers abstained as he was not present for that meeting.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. The Town Manager stated we had carried forward $6,000.00 from 2013 Fire Department funds, and suggested we use it to purchase a generator for the municipal building. There was discussion, and Selectmen asked to have more facts and figures put together before they make a decision.

 

  1. Tom let the Board know we picked up the new equipment trailer and we will start using it as soon as we have a skid steer. There was discussion regarding purchasing a skid steer or continuing to rent one. Selectmen decided to continue renting one for now.

 

  1. Tom stated he is getting ready to put this year’s paving out to bid. There was discussion about which roads could use paving or crack sealing.

 

  1. There was discussion about tax acquired property payment arrangements. Tom said most are keeping up with payments except for the Dunhams, who made an arrangement over a year ago and have not made a payment yet.

 

NEW BUSINESS:

 

Recycling: Tom stated a lady from Eco Maine contacted him to set up a time to watch a recycling video, which will be May 12, 2014 at 7:00 pm.

 

Packet: The Town Manager and Selectmen went over the items in this week’s packet, including a letter from Sue Rudnicki commending EMT/Fireman Ryan Simpson for his skill and bedside manner when responding to a call of a family member. Joe Pelletier made a motion to put that letter in Ryan’s permanent file. Earlyn Bowers seconded. Three voted in favor. Sue Rudnicki abstained.

 

Appointments:

 

Sue Rudnicki made a motion to appoint Leslie Jean Taylor as Animal Control Officer for the Town of Carmel for the ensuing year. Joe Pelletier seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Julia Pike as Registrar of Voters for the Town of Carmel for the ensuing year. Joe Pelletier seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Julia Pike as Sexton for the Town of Carmel for the ensuing year. Joe Pelletier seconded. Four in favor.

 

Sue Rudnicki made a motion to appoint Julia Pike as E-911 Director for the Town of Carmel for the ensuing year. Joe Pelletier seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Michael Azevedo as Fire & Rescue Chief for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Three voted in favor. One opposed.

 

Sue Rudnicki made a motion to appoint William Crowley as Emergency Management Director and Fire Warden for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Stewart Brooks as Code Enforcement Officer, Building Inspector and Plumbing Inspector for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Timothy Schoppee as Alternate Plumbing Inspector for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Aaron Hawes as Director of the Recreation Committee for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Robert Duplisea, Jr. as Assessor for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Barbara Baeslack as Board of Appeals Member for the Town of Carmel for the ensuing three years. Earlyn Bowers seconded. Three voted in favor. One abstained.

 

Sue Rudnicki made a motion to appoint Johnnie DeLuck as Board of Appeals Member for the Town of Carmel for the ensuing three years. Earlyn Bowers seconded. Three voted in favor. One abstained.

 

Sue Rudnicki made a motion to appoint Herbert Dean as a Planning Board member for the Town of Carmel for the ensuing five years. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Mark Holmes as a Planning Board member for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint Paul Morgan as an alternate Planning Board member for the Town of Carmel for the ensuing five years. Earlyn Bowers seconded. Four voted in favor.

 

Sue Rudnicki made a motion to appoint the Recreation Committee as the Carmel Days Committee for the Town of Carmel for the ensuing year. Earlyn Bowers seconded. Four voted in favor.

 

Part-time Position: Tom let the Board know we had a lot of applications for the part-time position, and he and Julia Pike chose Crystal Waiculonis to fill the position.

 

Bangor Humane Society Contract: Earlyn Bowers made a motion to authorize the Town Manager to sign the renewal contract with Bangor Humane Society. Joe Pelletier seconded. Four voted in favor.

WARRANT: Joe Pelletier made a motion to accept the payroll warrant of April 14, 2014 in the amount of $3,107.01. Earlyn Bowers seconded. Four voted in favor.

WARRANT: Joe Pelletier made a motion to accept the Full-time fireman’s payroll warrant of April 14, 2014 in the amount of $826.97. Earlyn Bowers seconded. Four voted in favor.

WARRANT: Joe Pelletier made a motion to accept the accounts payable warrant of April 14, 2014 in the amount of $18,570.05. Earlyn Bowers seconded. Four voted in favor.
