Regular Meeting (06-02-2014)

Guests Present:    Jeff Mullis of Pike Industries, Matt Carey of Lane Construction, Kurt Hafford of B&B Paving, William Palmer, Delmont Hartt, Daniel Wilson, Code Enforcement Officer Stewart Brooks, Toby Pelletier and Glennis McSorley

7:00 PM: Selectmen met at William Palmer’s property on Five Road.

7:30 PM: Joseph Pelletier called the meeting to order.

 

NEW BUSINESS:

 

Open Bids for 2014 Paving and Road Construction: Selectmen opened the following bids for Fuller Road, Haskell Road, Irish Road and Horseback Road:

As the bids were all higher than the Town has budgeted, Town Manager Tom Richmond suggested we do the road construction and adjust the paving. 

 

John Luce made a motion to award the paving bid to B&B paving, subject to adjustments for budget. Earlyn Bowers seconded. Four voted in favor.

 

John Luce made a motion to award the construction on Fuller Road to F. C. Work & Sons. Earlyn Bowers seconded. Four voted in favor.

 

MINUTES: Douglas Small made a motion to accept the minutes of May 19, 2014 as amended. John Luce seconded. Four voted in favor.

 

NEW BUSINESS:

 

William Palmer (ditching Five Road): After visiting William Palmer’s land on Five Road, Selectmen determined the culvert (see minutes of May 19, 2014) on Daniel Wilson’s neighboring property is not in the Town’s right-of-way, and therefore is not a Town issue.

 

Fairpoint/CMP Pole Permit: John Luce made a motion to sign the pole permit for Fairpoint to set two poles on Cook Road. Douglas Small seconded. Four voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. John Luce stated the sharp curve on Cook Road beyond his house is starting to erode.

 

  1. Tom stated we were able to ditch the area by Robbin Lanpher’s house on Fuller Road so the road will only have to be built up about nine inches instead of the two feet originally expected in that section.

 

  1. Earlyn Bowers said the cement culvert on Damascus Road has eroded all the way to the pavement. Tom said he knew about the culvert, and we have to put some rap in it.

 

  1. Glennis McSorley stated the yield sign where Spratt Road and Dyer Road meet is bent over and asked if we could put up a chevron sign so anyone coming down Dyer Road from Plymouth Road will be able to see they cannot go straight there.

 

  1. The Town Manager said he spoke with EMT/Fireman Ryan Simpson and he is going to check the generator at the elementary school once a month.

 

  1. John Luce said the Cook Road street sign is missing, and Tom said we have ordered it. There was discussion regarding options for keeping people from stealing signs, including serial-numbering them. No action taken.

 

WARRANT: John Luce made a motion to accept the payroll warrant of May 27, 2014 in the amount of $4,682.30. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of May 27, 2014 in the amount of $826.97. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of May 29, 2014 in the amount of $37,499.02. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of June 2, 2014 in the amount of $18,218.22. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of June 2, 2014 in the amount of $3,057.63. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of June 2, 2014 in the amount of $141,173.13. Earlyn Bowers seconded. Four voted in favor.
