Regular Meeting (10-20-2014)

Selectmen Present:                Suzan Rudnicki, Douglas Small, John Luce, Joseph Pelletier and Earlyn Bowers

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES: John Luce made a motion to accept the minutes of October 6, 2014 as written. Earlyn Bowers seconded. Five voted in favor.

NEW BUSINESS:

 

Fire Chief: Joseph Pelletier said he had asked Walter Hall to come to tonight’s meeting after reading the article in the Bangor Daily News, and seeing comments made on Facebook. Joe stated that all the Selectmen had done was to post the chief’s position, and Walter Hall was welcome to apply. Walter said he was under no illusions that he was going to keep the position. Walter also said that between him and his brother, they had posted questions to other towns about how they managed their fire chief positions. The other towns’ operating budgets ranged from $29,000 to $400,000 per year. There was discussion about whether to combine the fire chief position with other positions such as code enforcement officer or assessor. No action taken.

 

Selectmen received two applications for the Fire Chief position.

 

EXECUTIVE SESSION: Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA §405(6)(A) to discuss a personnel matter. John Luce seconded. Five voted in favor. Selectmen went into executive session at 7:50 pm. Selectmen reconvened in regular session at 8:23 pm. No action taken, informational only.

 

Suzan Rudnicki made a motion to continue the meeting until tomorrow night at 7:30 pm to hold interviews for the position of Fire Chief. John Luce seconded. Three voted in favor. One opposed, one abstained.

 

Cemetery Mowing Bids: Selectmen received the following bids for cemetery mowing:

Earlyn Bowers made a motion to go with Thibodeau’s Lawncare. Douglas Small seconded. Five voted in favor.

 

Release Deed for Robert & Maleri Hall: John Luce made a motion to sign the release deed for Robert and Malerie Hall. After discussion, Selectmen decided they would sign a quitclaim deed but not a release deed. Motion died. The matter was tabled until a quitclaim deed is written up and brought to the Board for signing.

 

Road Funds: The Town Manager advised the Board that the Public Roads account is going to be overdrafted this year due to extra salt and sand purchases.

 

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of October 20, 2014 in the amount of $826.97. Earlyn Bowers seconded. Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of October 20, 2014 in the amount of $4,125.12. Joe Pelletier seconded. Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of October 20, 2014 in the amount of $27,591.65. Joe Pelletier seconded. Five voted in favor.

ADJOURNMENT: Sue Rudnicki made a motion to adjourn until 7:30 pm tomorrow night. Earlyn Bowers seconded. Five voted in favor. Meeting adjourned at 8:57 pm.

7:30 PM: Suzan Rudnicki called the meeting to order.

 

EXECUTIVE SESSION: Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA §405(6)(A) to discuss a personnel matter to interview two candidates for the position of Fire Chief. Earlyn Bowers seconded. Five voted in favor. Selectmen went into executive session at 7:35 pm. Selectmen reconvened in regular session at 9:05 pm. No action taken, informational only.

Suzan Rudnicki made a motion to appoint Ryan Simpson as Fire and Ambulance Chief. John Luce seconded. Three voted in favor. Two abstained.

 

ADJOURNMENT: John Luce made a motion to adjourn. Earlyn Bowers seconded. Five voted in favor. Meeting adjourned at 9:20 pm.
